Might occur on a Windows machine that has two or more Oracle homes installed.
Solution
Set the ORACLE_HOME environment variable using the OUI under Start > Programs > Oracle_home > Oracle Installation Products > Universal Installer. Use the OUI to set the Environment properly on Windows.
